This article looks at over-indebtedness in Germany and its current status and trends. COVID-19 created increased attention on private debt and over-indebtedness. Various studies within the last two years show the severe financial impact of the pandemic; the situation has only eased in phases, but remains critical overall. A fundamental undersupply of efficient and effective debt counselling has become apparent. Current developments (especially with regard to energy prices) have increased the need for debt counselling.

4758Assessment of temporal shifting of PM2.5, lockdown effect and influences of seasonal meteorological factors over the fastest-growing megacity, Dhaka

Dhaka is subjected to high pollution levels throughout the year, holding some relatively high amounts of pollution readings, making its air unhealthy to breathe. The study examined hourly, shifting, seasonal fluctuations in particulate matter (PM(2.5)), the effects of seasonal meteorological variables, and the lockdown effect over the megacity of Dhaka from 2019 to 2021 using data from AirNow. The results indicate the daily average PM(2.5) concentration between 2019 and 2021 was 112.49 µg/m(3), about four times higher than the WHO limit and two times higher than the Bangladesh standard. Daily PM(2.5) concentrations was high during morning and evening pick-up hours, reaching a maximum hourly concentration of 472.9 µg/m(3) in February 2020. The maximum average PM(2.5) concentration was 211.23 µg/m(3) in March 2021 (winter season), and the lowest average was 27.58 µg/m(3) in August 2020 (rainy season). The Pearson correlation coefficient (r) between the PM(2.5) and meteorological variables were inverse with rainfall (− 0.62), temperature (− 0.73), humidity (− 0.82), but positive with wind (0.09). Daily average Air Quality Index (AQI) concentrations improved from 108.53 to 67.99 µg/m(3) during the lockdown period. Finally, the study recommended many mitigation strategies that might assist accountable authorities in lowering the number of life-threatening components in the air.

4764Armut in Deutschland-Einfluss der Coronapandemie noch nicht ablesbar

While the risk of poverty increased quite markedly around the turn of the millennium, a further but flatter increase can be subsequently observed. The development was also accompanied by a stronger increase in the at-risk-of-poverty threshold, particularly in the wake of the positive income trend in the years prior to the coronavirus pandemic. The extent to which the corona pandemic influenced poverty cannot yet be assessed, as the results published so far are not comparable with previous years due to a break in the available time series. However, first indications of simulation studies suggest that the relative risk of poverty and the distribution of disposable income may have changed only slightly.

4773Der Wirtschaftsstabilisierungsfonds-eine (Zwischen-)Bilanz

The Economic Stabilisation Fund (ESF) is one of several German state aid instruments set up to combat the economic fallout of COVID-19. The ESF offers a range of instruments from equity to hybrid capital, including silent participation and subordinated loans. In exceptional cases, the ESF may also become a direct shareholder. While the ESF stabilised only a relatively small number of companies, it constitutes an important building block in Germany’s overall business support framework. Due to its tailor-made stabilisation measures, companies of economic significance were successfully stabilised during the pandemic.

4777Impfpflichten, Anreize und die effiziente Nutzung von Coronaimpfstoffen

From an economic point of view, vaccine mandates are a negative incentive to get vaccinated. Positive incentives that induce unvaccinated individuals just as effectively — such as government-provided cash incentives — can be more flexible and avoid some of the other disadvantages that come with mandates and possibly achieve higher vaccination rates. Given the size of societal benefits from boosting vaccination rates in the fight against SARS-CoV-2, Germany has substantial unused financial leeway to pay for cash incentives. Prudent combinations of cash incentives and vaccine mandates are also worth considering.

4778Einkommen und Kreditschulden privater Haushalte

This article describes the development of the needs-weighted net household income of persons in private households in Germany since the year 2000. It also focuses on the presentation of the prevalence and amount of credit debts of private households. The central result is that the share of repayments for loans in Germany has been declining overall since 2000. In particular, the share of households that spend more than 30 % of their household net income on loan repayments has halved over the last 20 years. Despite this overall positive development, there is a risk that the problem of over-indebtedness in Germany could increase again since on the one hand, many self-employed people have suffered high turnover losses due to the containment measures of the coronavirus pandemic, while on the other, the ECB could raise nominal interest rates due to tightened inflation, which would lead to a considerable financial burden for indebted households.

4781How does working from home affect developer productivity?-A case study of Baidu during the COVID-19 pandemic

Nowadays, working from home (WFH) has become a popular work arrangement due to its many potential benefits for both companies and employees (e.g., increasing job satisfaction and retention of employees). Many previous studies have investigated the impact of WFH on the productivity of employees. However, most of these studies usually use a qualitative analysis method such as surveys and interviews, and the studied participants do not work from home for a long continuing time. Due to the outbreak of coronavirus disease 2019 (COVID-19), a large number of companies asked their employees to work from home, which provides us an opportunity to investigate whether WFH affects their productivity. In this study, to investigate the difference in developer productivity between WFH and working onsite, we conduct a quantitative analysis based on a dataset of developers’ daily activities from Baidu Inc., one of the largest IT companies in China. In total, we collected approximately four thousand records of 139 developers’ activities of 138 working days. Out of these records, 1103 records are submitted when developers work from home due to the COVID-19 pandemic. We find that WFH has both positive and negative impacts on developer productivity in terms of different metrics, e.g., the number of builds/commits/code reviews. We also notice that WFH has different impacts on projects with different characteristics including programming language, project type/age/size. For example, WFH has a negative impact on developer productivity for large projects. Additionally, we find that productivity varies for different developers. Based on these findings, we get some feedback from developers of Baidu and understand some reasons why WFH has different impacts on developer productivity. We also conclude several implications for both companies and developers.

4784Nach Corona kommt die Schuldenwelle-begründete Sorge oder Panikmache? Aktuelle Entwicklungen im Kredit- und Konsummarkt

The corona pandemic had a considerable impact on consumers. The difficult situation in numerous sectors of the economy has led to financial burdens for many households. Despite repeated warnings announcing significantly increasing debts, the number of new payment arrears during the past two years has been below the level of the pre-COVID-19 period according to analysis based on SCHUFA data. This is due to the fact that consumers have adjusted their financial and consumption behavior or made use of their financial reserves — reserves that could now be lacking due to rising prices, especially for energy.

4797Ursachen der Verbraucherverschuldung

Over-indebtedness of private households has been a problem in Germany for decades. Over-indebtedness depends on both the economic and financial vulnerability of people and their resilience potential. Social, economic and individual causes and triggers overlap in the process of over-indebtedness. Therefore, for the systematic analysis of over-indebtedness, a differentiation of the causes, reasons and triggers is essential. The article also presents examples.
